Carmen Rice

Carmen Rice represents Georgia House District 139, which includes parts of Muscogee and Harris counties in Southwest Georgia. A lifelong resident of the district, she was elected in May 2024.

Before entering public office, Rep. Rice worked in special education and spent the last decade as Administrative Director for American Eagle Investments, managing payroll, benefits, and accounting for 16 small businesses.

She has long been active in community service through organizations such as Brown Bag Ministries, Meals on Wheels, Open Door, The Plummer Home, and Twin Cedars. She also served on the Columbus Charter Review Commission from 2021 to 2022.

In her first legislative session in 2025, she passed her first bill in the Georgia House, securing a homestead exemption for unremarried spouses of deceased disabled veterans.

A strong advocate for adoption and foster care reform, Rep. Rice has served as a DFCS foster parent and is an adoptive parent. She and her husband, Steven, have been married for 28 years and have four daughters, two sons-in-law, and are expecting twin grandchildren in September 2025. The family is active at Pierce Chapel Methodist Church.

Rep. Rice serves as Vice Chair of the House Education Committee and Secretary of the Special Committee on Resource Management. She also sits on the Transportation and Juvenile Judiciary Committees, as well as the Study Commissions on Maternal and Infant Health and Access to Internal Medicine in Underserved Areas. Her legislative priorities focus on education, family, healthcare access, and community development.
